About the Organiser

Rajiv Gandhi National University of Law (RGNUL), Punjab, was established under the Rajiv Gandhi National University of Law, Punjab Act, 2006. The university received approval from the Bar Council of India in July 2006 and secured an ‘A’ grade from the National Assessment and Accreditation Council (NAAC) in May 2015.

The School of Agricultural Law and Economics (SALE) is a Centre of Excellence at RGNUL. It focuses on teaching and research in agricultural law and economics. Its work connects law, economics, and policy to address issues such as agricultural marketing, insurance, tenancy, credit, standardisation, and international trade. Additionally, the school emphasises sustainability and environmental protection.

About the National Legislation Drafting Competition 2026

SALE, RGNUL, is organising this national-level competition to encourage participants to develop legislative solutions to challenges in agricultural pricing.

The competition focuses on expanding guaranteed price assurance beyond the crops largely covered under the existing Minimum Support Price (MSP) system, particularly paddy and wheat. Participants must draft a statutory framework that addresses the broader needs of farmers and the agricultural sector.

Through this exercise, participants can explore the relationship between agricultural policy, legislative design, farmer welfare, and environmental sustainability.

Theme and Problem Statement

Theme: “Assured Price Mechanism in the Agricultural Sector”

The proposed legislation should establish a framework for extending assured price mechanisms to a wider range of crops. Participants should consider how legislation can address agricultural pricing challenges while supporting sustainable farming practices.

The proposed framework should aim to:

  • Encourage crop diversification.
  • Reduce dependence on water-intensive crops.
  • Address agricultural debt and farmer distress.
  • Promote long-term environmental sustainability.
  • Support rural employment.

Participants should develop a coherent statutory framework that responds to these objectives.

Eligibility Criteria

The competition is open to students enrolled in recognised law colleges who are pursuing:

  • Three-year LL.B. programmes.
  • Five-year B.A. LL.B. programmes.
  • Postgraduate LL.M. programmes.

Participants may enter individually or in teams of up to two authors. Cross-institutional teams are also permitted, so students from different colleges or universities may collaborate.
